
| Since the term "Token" has a tendency to evoke arguments on whether or not Neutral is a Faction,
the term "Merit" will be used instead. As with Clan and Omni issuing Tokens, the ICC can issue
Rubi-Ka Merits for the proposed board. This will of course have to be another added item.
